Thomas Heights is an 18 unit community serving individuals whose income is under 50% of the median area income.  Opened in mid December 2015, the building has been named in honor of Thomas Ptacek, a veteran and advocate for people experiencing homelessness.  Thomas Ptacek, who became homeless for a time after serving in the U.S. Navy, has been advocating for affordable housing in Portland for years, and is currently the Veteran's Healthcare Outreach Community Organizer at Preble Street Resource Center.

Located on a bus-route at the base of Munjoy Hill, residents of Thomas Heights will enjoy views of Back Cove, as well as easy access to services, shops, restaurants and Portland's Old Port. The 18 efficiencies are designed for one person.  The following features and amenities are included:

Thomas Heights has five apartments which are subsidized by Portland Housing Authority; residents pay 30% of their adjusted monthly income on their rent. In order to be eligible for one of these apartments, the head or co-head of household must be disabled and have an annual income of less than $21,600.
