Avesta Housing plans to turn the former Oxford Street homeless shelter in Portland into permanent housing.

Avesta has reached an option agreement to buy the 1/3 acre property and is considering plans to develop a mixed-income community, including Site-based Housing First and multifamily residential housing with approximately 30 to 50 affordable apartments.
